The 30% ruling for multinational hires in Amsterdam and Eindhoven

Multinationals in Amsterdam and Eindhoven, across technology, semiconductors, life sciences and logistics, fill a great many project and programme roles from outside the country, and a large share of those hires qualify for the 30%-regeling. It allows an employer to pay up to 30% of gross salary free of tax, with only the other 70% running through the box 1 brackets, for a maximum of five years. The purpose is to cover the genuine cost of moving for work, and it changes the arithmetic entirely when a Dutch offer is weighed against one from elsewhere.

The conditions are straightforward enough: recruitment from abroad, which usually means having lived more than 150km beyond the Dutch border first, and a taxable salary after the 30% deduction of at least โ‚ฌ46,660 for 2026. That threshold is indexed each year and should be verified, since the rules have shifted repeatedly of late. A 30/20/10% step-down over five years applied to rulings granted from 2024, only for the 2025 Voorjaarsnota to reinstate a flat rate across the full term, with the rate itself falling to 27% and the salary floor rising from 2027.

Look at the programmamanager line above. Under ordinary tax, โ‚ฌ95,000 gross yields roughly โ‚ฌ4,881 a month, an effective 38.3%. Apply the ruling, so โ‚ฌ28,500 arrives tax-free and โ‚ฌ66,500 is taxed normally, and the monthly figure rises to about โ‚ฌ6,211, an effective rate near 21.5%. On identical gross pay that is around โ‚ฌ1,330 more each month, close to โ‚ฌ16,000 across a year, and it explains a good deal of why multinationals lean so heavily on the ruling when hiring project talent internationally.

To be clear: both the table and the calculator on this site assume the ruling does not apply. A programme manager recruited from abroad who holds one will see distinctly better numbers than these. The relief covers box 1 employment income alone, so it does nothing for box 2, which handles income from a substantial shareholding and matters when equity or options form part of a package, nor for box 3 on savings and investments. Both are taxed under separate rules and neither falls within the scope of this page.
